FUNCTIONS, TASKS, POWERS
I – Position and functions
1. The Department of Home Affairs is a specialized agency under the Dak Lak People’s Committee performing the functions of State management including organizational structure of departments and units; officials, public servants and public employees; administrative reforms; local governance; management of administrative boundaries; civil servants at the commune levels; organizations and NGOs; archives; religion affairs; and emulation and commendation.
2. The Department of Home Affairs has its own legal entity with its seal and bank account. It is under the administration of Dak Lak People’s Committee and under the management and professional guidance of the Ministry of Home Affairs.
II – Duties and powers
1. Submitting to the Provincial People’s Committee and Chairman of the Provincial People’s Committee to issue: decisions and directives; long term, five-year and annual plans and projects; and programs and methods to implement administrative reform within the scope of the management of Department of Home Affairs.
2. Organizing the implementation of laws and policies, plans, projects and programs; publicize and guide on the inspection and education of laws within the areas of management of Department of Home Affairs.
